20 mph Everywhere? Why Speed New Limits Could Be Your Licence’s Worst Enemy

Twenty,Twenty, that is Plenty! Over the past few years, local councils across the UK have been rolling out 20 mph speed limits (or “default 20’s”) in more residential areas, shopping streets, and near schools. The intent is to increase safety, reduce noise, and encourage walking and cycling. But for everyday drivers, this shift also brings a hidden cost: a higher risk of penalty points and speeding fines.

If you thought you only needed to worry about 30 mph zones or motorways, it’s time to wake up to a new reality: 20 mph limits are catching people by surprise – and many drivers are now paying the price with their licences.


The 20 mph roll-out: what’s actually changing

  • In Wales, a law passed in 2022 made 20 mph the default limit in built-up areas, replacing many 30 mph zones.

  • Councils across England and Scotland are following suit, especially in residential neighbourhoods, town centres, and school zones. (Example: Aberdeenshire recently extended 20 mph in towns and villages)

  • This means more streets you regularly drive through will be subject to the lower limit -whether you notice or not.

Even if you’re careful in 30 mph zones, you might not yet have adapted your instinct to 20 mph roads.


Why 20 mph is trickier than it looks

Slowing down to 20 mph isn’t just a matter of pressing the brakes a bit more – you need precision, especially where speeds are monitored.

  • Many drivers misjudge their speed – especially in town centres with multiple limit changes.

  • Some 20 mph limits are “sign-only” (without road calming measures), which makes them harder to enforce. Studies show that just signage sometimes doesn’t lead to big reductions in actual driving speed.

  • The margin for error shrinks: when your limit is only 20 mph, going just 1–2 mph over can trigger a penalty – and many cases of enforcement occur at 24 mph or more in 20 mph zones. (e.g. the Times reported that many 20 mph tickets are triggered above 24 mph)

  • Some drivers see 20 mph limits as unfair or overly strict – but ignorance or frustration isn’t a defence in law.

Add to this: enforcement is getting sharper (better camera tech, more automated systems) – so slip-ups that went unnoticed in the past are now being caught.


The penalty point surge – tuned into 20 mph

It’s not just anecdotal: penalty points on licences are rising fast.

  • In recent reports, the number of penalty points issued in the UK jumped 12% in one year – largely due to speed camera detections.

  • Over a three-year span, it’s been reported that points for speeding have more than tripled, driven by camera enforcement.

  • Crucially, a meaningful share of those speeding offences is connected to 20 mph zone violations. In London alone, over 251,000 notices were issued for breaking 20 mph in a recent year.

What’s happening is this:

  1. More 20 mph zones = more opportunities to break the law (intentionally or accidentally)

  2. Stronger enforcement = easier detection

  3. Drivers already near their point limits get swamped

  4. Insurance penalties follow – one more point could push you into a premium jump zone


How your licence is threatened (and how fines escalate)

Three points for “minor” speeding offences is standard – and many 20 mph breaches fall under that threshold. But the consequences go deeper:

  • If you collect 12 or more penalty points in a 3-year period, a driving ban is very likely.

  • Points stay on your licence for up to 11 years, depending on the offence.

  • Insurance premiums can spike, especially for less experienced drivers or those with previous points.

  • In many cases, insurers consider you a high risk, and you may be pushed to specialty or high-risk policies.

And all of this for “only a few miles over”- in more and more places, “few miles” is enough.


What you can do to protect yourself

Why this matters to your wallet (and your peace of mind)

Because when penalties rise, the costs don’t stop at the fine:

  • Insurance jumps – insurers see points as risk.

  • Financial risk compounds – fines, legal fees, and increased cover.

  • Licence loss risk – especially if you were close to the ban threshold.

  • Emotional stress / time wasted – dealing with appeals and correspondence.

And with 20 mph encroaching into previously safe zones, the margin for error is shrinking.
